  • Court Expertise: Conducts pre-sentence risk assessments, parole assessments, and fitness to plead assessments throughout Australia.  Has conducted almost 3,000 forensic assessments throughout Australia, and appears regularly in district and supreme court to provide expert evidence.
  • Experienced in assessing sex offenders and providing independent medical assessments for victims of historical child sexual abuse. Prefers and prioritizes Aboriginal and Torres Strait Islander referrals.

Practice Details

  • Referrals: From legal practitioners only for civil and ciminal matters. No self-referrals or General Practitioner referrals please and no family court referrals. 
  • Clientele: Aged 16 and over.
  • Availability: Dr Bala cannot accept any new referrals for at least 10-12 months with reports usually completed within one week.  Dr Bala does not offer general psychiatry assessment and follow up at present.
  • Inpatient Services: Supports adult inpatients at Ramsay Clinic Cairns.

Dr. Betts is a Psychiatrist who studied medicine at the University of Sydney and trained in psychiatry at Royal Prince Alfred Hospital. He previously worked as a Staff Specialist at the National Centre for Veterans’ Healthcare at Concord Hospital. He also served a five year enlistment in the United States Air Force prior to training in medicine. He is currently accepting ADF, DVA and NSW police and paramedic referrals. He offers prompt completion of DVA reports and ongoing treatment for Veterans. Assessment and management are offered mostly on an outpatient basis but inpatient admissions can also be facilitated at Ramsay Clinic Cremorne.

Dr. Betts trained in consultation liaison psychiatry (psychiatry in medical settings) and has worked as a Staff Specialist in Veteran, perinatal, and crisis mental health services. He is a Fellow of the Royal Australian and New Zealand College of Psychiatrists and graduated medical school in 2013 (MBBS, University of Sydney). He also has a Bachelor of Science in Microbiology (Summa Cum Laude) from the University of Massachusetts Amherst, USA.

Dr Bhuiyan completed her training through the University of New England and Newcastle Joint Medical Program and was granted a Hyman Scholarship for rural medicine in her first year. She is currently a Fellow of the Royal College of Psychiatrists and has completed a Masters of Psychiatry through the NSW Institute of Psychiatry. 

Dr Bhuiyan has always worked in complex areas of need, from rural/regional locations to economically disadvantaged and culturally diverse communities in South Western Sydney. She continues to work in the public sector as a VMO at Liverpool Hospital as part of the acute care community mental health team. 

Dr Bhuiyan is committed to furthering medical education of new trainees and students, including educating accredited mental health clinicians regarding the mental health act, supervising trainee psychiatrists, official marking of formal assessments for the RANZCP training program, and also as a conjoint lecturer and examiner for the UNSW medical school.

Dr Chloe Boateng is a psychiatrist with specialist training in child and adolescent psychiatry. She sees young people aged 12 to 18 and works closely with families, schools and other healthcare providers. She supports young people experiencing mood and anxiety disorders, obsessive-compulsive disorder, autism and ADHD. 

Dr Boateng is dedicated to providing compassionate, collaborative and evidence-based care. She has worked across metropolitan, regional and rural settings, as well as in out-of-home care. These diverse experiences have deepened her appreciation for the complex interplay between individual, familial and systemic factors in mental health.
